Kaitlyn Montán is currently the director of NOAA’s Office of Legislative and Intergovernmental Affairs where she leads a team of congressional, legislative, and tribal specialists.
Prior to joining NOAA she was the director of Congressional and Intergovernmental Affairs for the White House Council on Environmental Quality, where she supported Chair Brenda Mallory in her engagement with Congress and state and local governments.
Before joining the Administration, Kaitlyn worked on Capitol Hill for approximately six years, where she worked for multiple members in the Texas delegation. Most recently on Capitol Hill, Kaitlyn spent four years as legislative director for Congressman Joaquin Castro. She worked with Congressman Castro for four years, managing immigration, education and labor for both his personal congressional office and his chairmanship for the Congressional Hispanic Caucus (from 2019-2020). Kaitlyn grew up in Dallas, Texas, and holds a B.A. in Political Science and in International Studies from Southern Methodist University.
